This might be super simple, by just adapting to WordPress's built-in feature to create "sticky" posts that stay on top of the blog and adding the ability to change the text on the widget from "Latest" to anything else (like "Articles" or "Featured" or "Top Posts").

I tested this to see how it works currently, and the sticky post kinda broke the widget so that there were suddenly two features posts on the left side, and the sticky post appeared twice: https://cl.ly/3d74838ab75f
